Question CPU intensive games at 4K

I play at 4K and have a i79700k and a 4070TI and I thought my CPU was fine because I was never getting CPU limited in any game (I like the highest graphics possible at 60fps, mostly playing single player games).

But in the last year after some updates and surely after the Phantom Liberty update I was getting problems at Cyberpunk when my GPU was fine. In some places in the middle of the city with many cars and people my GPU utilization was dropping to like ~60% and my CPU going to 100% bringing my FPS from 60 LOCKED to something like ~45 while driving fast.

I mean that's not the end of the world but it's annoying. I ignored it because that was the only game, but then in Starfield I was having the same problem.
So, my train of thought was, maybe if I update to a 13700k, or something along those lines, I will probably not get much higher FPS but probably in that kind of places my CPU will hold much better so my gaming experience overall will be better.... ???

In YouTube is difficult to see this kind of comparison first because finding CPU comparisons at 4k are almost impossible but when you find it it's just the FPS overall number so you don't know in this kind of situations. So I need your opinion. Updating will help solve this kind of lows ? If so, even if the FPS difference when GPU limited will be very small it's probably worth it for me.
 
I don't even know you & I already like you. Playing games at the possible quality level is my kind of thing too only FPS doesn't matter to me as I've got almost everything to maintain it. I do however feel like sometimes I'm setting my Nvidia settings to a possible max as well so if anyone could tell me like the best overall Quality to Visual Feedback Settings in NVCP please do cuz it's not a bother just a bit of a discombobulation as theirs so many settings lol...................Anyways back to you: I have a 12900K, 4060 Ti 16Gb ED & 128Gbs of DDR5 RAM and I ran Cyberpunk at a good solid Pure 60 if I were to put it at that framerate. With that said, a 9700K is a very tricky CPU as it's probably the one Intel CPU I used that *had* HT but not really at 8/8 but ran very smoothly at it's time.....................but like I said I have a 12900K which was upgraded from my 9900K which was upgraded from that CPU the 9700K which was a significant FPS booster if you know your way around OCing and tweaking settings......................Btw playing Cyberpunk at MAX OVERDRIVE on a 9700K doesn't sound right to me especially when paired with a 4070 Ti..............................unless your purposefully NOT trying to bottleneck your system consider a 13700K as it'll definitely boost frames in any game let alone a 13600K which I know is basically everyone's go to CPU now as it's a very middle ground based CPU for modern gaming now a days......................With all this said your answer to your question is: YES......................upgrade...........................
