CPU is 80 degrees IDOL!

So my CPU is a AMD Athlon X4 760K Quad core processor at 3.90ghz & i have Zotac Nvida GTX 750 (Its a pre built system)
So i recently had some pc trouble and had to install i new windows this resulting in my FPS on games dropping lots on Rocket league on all high i got around 60FPS now i get 30FPS on low.
My fps on games dropped at one point before but it some how resolved it self. I need help on CPUID my CPU idol is getting around 60-80. I've cleaned my heat sink with some tissue and fans with some more tissue and it still doesnt cut it.
I did have an overclock on the pc but when i did overclock it, there wasn't a big upgrade in performance really 1-5 fps more.
If anyone could please help me with a CHEAP! solution that'd be great as im 14 and don't have that much money.

Okay to clean off the heatsink and the CPU you can use Rubbing alcohol also know as isopropyl alcohol. I dip a QTip in some I poor in the cap and work in on the surfaces until all the old thermal grease is gone. Then let it dry or use a dry QTip on the surfaces. Then apply the new thermal grease you can use the pea mothod or just put a light film you can see thru over the CPU. Be sure the heatsink is securely mounted and making a good firm contact against the CPU. It should be firm and not wiggle at all.
