[SOLVED] CPU is at 800mhz and my pc will not run because of it

Hello,

Recently I realized that my cpu was overclocked, so I tried to set the clock back to the base clock, but instead it set to 800 MHz, and I clicked save and exit on the bios before I noticed it did that.

Now my pc will turn on, the fans will run, all the lights turn on, but as soon as the display changes colour the pc restarts, only to continue the same process. It was working fine before I tried to change it back, just had random crashes and I assumed it was the overclock. It was set to 4.2 GHz, and my CPU's base clock is 3.7 GHz

I've tried switching over the jumper pins on the Motherboard, unplugging all my peripherals, even trying to boot into bios by taking out my SSD and still nothing.
