[SOLVED] Cpu is being majority underclocked!

I have just rebuilt my pc, after doing a thorough cleaning of the internals, and upon turning on my pc, it was super slow to boot, and as soon as I got into windows, I went into task manager, to find that my i7-6850k was underclocked from its normal clock speed (3.6 ghz) all the way down to the floor, with 0.22 ghz. I opened up cam, for it to be reading at 212 F, without the system blowing any heat whatsoever. I dont remember doing anything bad when reassembling. Some help would be much appreciated!

Hyper 16gb Ram Single stick
I7 6850k
Nvidia Geforce gtx 1080
Samsung Evo SSD
Corsair H100i V2 Water cooler (cpu)

Check your pump there should be a slight vibration coming from the pump if you put your finger on top of it, 212F is 100*c and that is why your cpu is throttling.
