Cpu is cold to touch after 24 hour testing

so my i5 6600k might be fried. but this why i think so.

a few days back my pc just shut off. i thibk a power surge may have happened as the anti surge protection usually keeps it booted right up. its a maximis viii impact usig a silverstone sf700lpt. this is all i habe hooked up and it shows cpu led. now what i did is left on just to see if it jist needed time. i turn it off take off the cpu fan and find that its cold. very cold. even the cpu. as if it wasnt on at all. my mobo is still good i believe because i can stilklk ise usb 3.1 and dram and gtx 1080 seem to work fine. i did notice a dark spot on my cpu. barely visiable unless thelight hits it. can i get another to maybe confirm my idea thay the cpu isdone. ive been troubleshooting to the left of "https://preview.ibb.co/hqJbmF/20170218_090501.jpg"
 
Did you use another cpu with your motherboard, gpu and ram to verify? If your cpu is a problem and you haven't tested with another cpu how do you know the gpu and everything is working fine? A pc won't boot without a working cpu. I would try the cpu in another motherboard if possible or have it tested at a shop. It's just as likely there's a problem with the motherboard or cpu socket causing the cpu not to work properly as it is for the cpu to be damaged.

Without physically testing your cpu in question with a known working compatible setup or without testing a known good cpu with your motherboard anything is merely a guess. There's no way to confirm a guess with another guess.
