CPU is near 100% usage when recording and playing pubg AND ONLY PLAYING

ok so here is the deal.

My pc specs:
Intel core i5 6400 2.7Ghz
GPU GTX 1060 6G
msi Motherboard


so why does my cpu goes up to 95 in the task manger where it shows?
the biggest problem is when i want to record a video with obs. then my cpu goes to 99. and my CPU is always at 100 even when not recording.just playing. help?

nah 100% usage only means its running at full speed, as long as your temps remain under 80'c your fine, I run PUBG at 100% cpu/gpu and both stick under 75'c all day long without an issue. overheating either is where you have to look at. using all available speed/power of a cpu isn't a bad thing.

should not be as long as your temperature are good : (check with HWINFO, in sensor mode while gaming)
