CPU is on but no output

This might seem as an already asked question but its not.
The problem is I built a PC by myself.
Specs are quite trash cuz I'm poor.
I've got a ups holding the CPU.
When there is a powercut ups was supposed to hold it but in my case the fans and every thing is on HDD is spinning but no output.
It is connected to my router with an Ethernet cable.
The router shows that the PC is on while if I perform an IP scan it's off ,no output in the monitor either.
No vnc connection.
Please help me out

Hi there,

So your UPS is not giving enough power to have your PC continuously on ?
could it be that the batteries are older than a year ?
we change the UPS-batteries approx. every year !
