CPU is running way below par

My Rig:
Sapphire Radeon AMD R9 270X
AMD FX-6300
with a COOLER MASTER HYPER 212 EVO
MSI 970 GAMING

So my problem is that my CPU is way too low it seems by this benchmark and whenever I play certain games; People get around 50-60% with this CPU on the graph. It is apparent whenever I try to play ARMA 3 with my friend who has the same rig as me. He gets around 40 frames while i get 10-20 frames in the game. He is not overclocking and I also am not. I'm trying to figure out what the problem is with my CPU. I have ran Disk Defrags and Disk Cleanups.

Another thing is that I get around 60-70 frames in Final Fantasy XIV if that helps.
Temperatures for the CPU are at around 30 Celsius.

*EDIT* My friend and I did play on the same settings in ARMA 3 and I even also lowered the graphics to lowest.

I have fixed my problem. For people who have the same problem and can't find a solution try checking out if you have "SLOW MODE" on. My CPU is running fine now. Thank you jollypirate and LookItsRain for taking your time to help me.
Dont trust online benchmarks like this, thay arent really accurate, To test acuratley wheter something is wrong with your cpu i sould use something like firestrike . Maybe your computer is doing something in the background that is slowing the game down, check your cpu usage for different programs while in the games with task manager
 


Thank you for the reply, will check it out. I've also been snooping around on my CPU and it seems its only going 1400 MHz, no higher and no lower.

Maximum turbo core clock - 1,400 MHz
It is showing this again. How do I make it run at 3,500 MHz? I did little research on this so far, and the only method I have done so far is to turn my power performance on High which hasn't worked. I am guessing that this is my problem now. Any ways to fix it?

It's a small switch that you can find on some motherboards like the MSI 970 GAMING that OP has. I don't know what it looks like though
