CPU is still overheating

I've recently built my own PC using a intel i7 8700k CPU with the H105 CPU cooler and I've tried everything I can think of but it keeps getting to 80 95 degree temperatures I have 2 intake fans at the front and 3 outtake fans at the back(including the H105 fans) I also re applied the thermal paste(pea method) nothing is working

Is that 80-95c under load or idle? I would double make sure that the pump is plugged in the appropriate header (usually a dedicated water pump header) and that it is actually running.
