cpu is underclocking itself

hey guys just reasontly installed some ssds in my system and ever since then my cpu has underclocked itself. i when into amds overdrive and its running all cores at 1.4hrz and when i set it to 4ghz it goes back after a min. please help

specs listed below
gigabyte montherboad
amd fx 8320
16gb ddr3 1600hrz ram
2 120 kingston ssds in raid 0 c drive
3tb seagate baricoda storage drive
1tb seagate baricoda recording drive
500gb wd black for steam games
sapphire radeon r9 290
1200wat power supply

It'll idle at 3500MHz and boost to 4000MHz if Vcore is around 1.4V.

For it to run lower than that, you'f have to lower Vcore.

What's Vcore? from bios/uefi

It's a feature cool and Quiet if I'm not mistaken, it keeps the processor cool & save power when it idle / have nothing to do..
which is a good thing IMO, so nothing to worry about...
edit: u can try disable C&C in bios to allowed it run full speed all the time

it can be also a symptom of overheating (heatsink/cooler is not properly installed) to check try run stressing program like "prime95", and check the cpu speed using "cpu-z" or similar apps..

see if it running full speed at stress test, or it under clocked automatically because overheating

no under load it was 1.3ghz but i fixed it by forceing it in the bios to stay at 4ghz
