CPU keeping computer from starting?

Seems my CPU has given up on me, Though when I turn my computer on the fans WILL come on. But my LED lights will not come on, Is this normal? Is it safe to assume this is the issue with my pc? I originally bought a new CPU for my computer, Though it came with BENT pens. Im talking 20-30 not even worth the time trying to spot and fix them all under this shitty light. Though when installing my new graphics card and my old CPU my computer will no longer "start". The fans would come on but not the LED lights or monitors. I thought it was the graphics card so I took that out but still has the same problem.
