Question CPU Lagging Whole Computer Bad HELP!

About a month ago my CPU fan just started ramping up at the smallest tasks and every game I played would run normally with the CPU fan a lot louder than it used to be, but there would be frequent FPS drops and stuttering. The only thing that could have caused this was me changing the priority of Star Wars: Fallen Order in Task Manager, because this lag never happened before I did this. I've ran stress tests over and over for the past month, no CPU, PSU, GPU, disk problems (the only problem was with my external drive dying which I've gotten rid of), no viruses, no corrupted files (I do a sfcscan every few weeks), no cryptominers, no physical damage, no dust (I've cleaned my computer multiple times). Simple programs like Discord that never lagged before are now freezing up when I try to scroll up in a chat, opening Chrome makes all audio freeze and the cursor stutter all across the screen. Please help, I don't want to buy new parts
 
Man, also make sure you don't have any virus with Criptomining. Use the Malwarebytes to detect any virus that is using your CPU power without you knowing it.
I've ran Malwarebytes, McAfee, and Norton, including other software that is meant to get rid of cryptominers. I clearly stated there were no viruses found..
 
Two virus scanners? As others have said, this will not help. How did you get on uninstalling those? What method did you use for replacing the cooler? Are you sure that each of the pushpins on the stock cooler clipped into place? Those are notorious for not doing that and the coolers not being seated completely.

I uninstalled McAfee and no changes. I never replaced the cooler, I just put new thermal paste on and there doesn't seem to be any thermal throttling.
 
Do you have another disk you could clone the current installation to? I/O can cause stutter but only if there's a disk problem. What did you use to check the CPU wasn't throttling? You might not have actually replaced the cooler, but you have disassembled it with those pushpins. They're notorious for not going back in properly.

I don't have another disk I could copy the installation to, but I think I've narrowed the problem down to something to do with the power plans. When I restore all the default settings for power plans in control panel, it seems to help with the lag a little bit but it still lags after a while of use
