CPU 'Leak' - Fresh windows 10 install

Hello, I am trying to give an old laptop to a friend in the hospital. I went to test it and it is running at 99% CPU usage with nothing running.. this happened to me once before and i can not remember the solution.
The computer has a fresh install of Win 10.

What hardware specs?
How 'fresh' is the install? Is it still doing the OS updates?

Last time this happened on a different computer it was a software issue.
I just started installing updates.

processor - AMD E1-2100 APU
memory - 4GB
500gb HDD

From your screencap, there is more than 'nothing running'. AV, AMD services, Acrobat, etc, etc.
All of that, plus Windows, may still be trying to update itself.

What i mean by that is there is nothing that is using up that much of the cpu.
