[SOLVED] Cpu LED light on and does not post.

New build.... I have the PSU in the the case. Everything else is on a piece of cardboard. PSU is connected to the mobo and cpu headers. The cpu cooler is all hooked up. I have one stick of RAM and the mobo speaker connected thats it. So when I turn it on I get the CPU status LED followed by the RGB from the RAM and the CPU cooler. The mobo has RGB but they do not come on at the moment. At the same time the PSU fan runs for about 5 seconds then shuts off very quickly. Followed by the speaker making a chirp or click sound. Not a beep noise. When the speaker chirps, the CPU LED blinks and the PSU fan kicks in again. For another 5 seconds. Then it just repeats over and over. Also the CPU cooler's RGB comes on but the pump does not function neither does the fan spin. I also added the GPU but I have yet to get anything to display or even get into BIOS. I have moved the RAM around into different spots etc...reset the CMOS tried other fan headers. Checked the pins and then re seated the CPU and cooler still nothing. Any help would be appreciated.

I'd try testing different power supply. If still same issue, I would RMA both board and CPU.
