Read about PSUs from my PSU fact sheet below my signature.
A good technician will check it's efficiency and rail voltages under load,
If he says it is below par then get a gold certified unit for piece of mind.
A failing unit can bring down other hardware components if it fails.
600W is adequate for your needs however a 750w unit will provide for any overclocking and expansion.
If you need a recommendation for a decent PSU then just ask.
I Can't find any reason till now, can you help?
I cannot assess what Power supply came with your Cougar case. The specs indicate a standard ATX PS2. If that is a cheap bronze rated unit then it will require testing. You can take it to an electronics technician or swap the unit for a known working unit of the same wattage to try.
Many reasons can cause the CPU led to come on and that may well be the CPU itself in which case it will have to be checked under warranty.

The Power supply is the most important piece of hardware you need for your PC. I don't know where Cougar source their Power Supplies however, I believe its a low tiered bronze unit and suspect.
It's the first thing I would be checking on.

So you suggest to change the PSU and try another better certified PSU to see if the problem coming from that PSU particulary or not?
