CPU LED lights up and no POST

Hi,
I'm rebuilding my computer using the following:
Intel i5-2500k
Sabertooth p67
850w Power
Hyper 2gb DDR3 1600mhz (have 8gb but using 1 stick to start)
HD 6770 Graphics card

All the parts are installed as instructed and as usual, i have built a computer before.

When powering up the CPU LED lights up instantly and the Motherboard does not proceed to POST.

I have breadboarded the board and the same issue so I don't think its a short.
I have swapped out the RAM to make sure its not a bad stick
I have checked the power.
I have even replaced the motherboard and CPU for another and yet the same issue comes up.

What am I doing wrong?
 
Are you saying that even with a different cpu and motherboard you have the same issue ? Are you connecting the cpu power cable , the 4 or 8 pin connector to the left of the cpu socket ? If you have , then have you tried a different power supply , that seems to be the one thing that you did not list as doing.

I'm coming to the conclusion that that is the problem. The pwer supply.
Because as you say I have bought a new CPU and board and the problem came up again. I have connected the 8pins to the CPU power supply but I think that the issue is not enough voltage is getting through.
Is there a way to check this without buying a new PSU?
