Cpu led then dram led then vga

It then loops forever. I've tried reseating the cpu and ram and I have also taken it out of the case.

What are your specs? Is this a ryzen build without a gpu? If so and that's not a 2200g or 2400g that's what will always happen as there is no on board with ryzen

Ga-z270-hd3
8gb g.skill aeris 3000mhz
Some power supply for testing after I took it out of my case.
Took out GPU to see if that was the issue but it's an Rx 580

Pull out the cmos battery with power supply unplugged, let it sit for 5 mins out it back in and try again

I just tried resetting the cmos like you suggested. Same thing.
