Question CPU light remains on. "Solved"

Now, I've read several threads on this, but this is... Odd. So My roomate recently RMA his sabertooth fx990 rev2.0, the computer worked just fine except for the audio jacks on the back. Unfortunately he misplaced the mounting bracket for the liquid cooler. I did have a spare wraith cooler we slapped on just so we could have it running again, but the CPU is a fx9590 so we really couldnt put any load on it. A couple weeks later I found the bracket and reinstalled the cooler... Only to find it refuses to post. CPU LED remains lit, case fans spin, but GPU fans don't(heat pipes on gpu still get hot) I've tried swapping the cpu out with an fx8350, I've disconnected all power and reconnected them to ensure good connection. I checked for bent pins and have cleaned everything to no avail. Do I simply need a bios flash? Suggestions would be apreciated.

CPU: fx 9590
GPU: msi rx 480 armor 8GB
RAM: corsair vengeance 3x8gb 1x4gb
PSU: corsair CX750M

So... I took all components out. Reset them. And cleared cmos again. After four repititions of this it turned on... I'm at a loss.
