cpu load %100 70C resting temp

i was playing overwatch with my newly bought radeon rx 460 and the cpu i had for a long time the amd fx 4100. the main reason i bought the graphics card was because i was getting incredible lag in-game but still with the new graphics card i still got really bad frames so i wondered was it my cpu i downloaded a cpu monitor and during the game all 4 cores were at %100 and the resting temp was 70C and max 200C. My cpu always had cooling problems. it crashed the computer chronically for years. Everytime i took it to the shop the guy replaced the cooling and it was fine for about 4 months and it happened again. Im starting to wonder is the shop continuously giving me stock/low grade coolers. should i buy a decent cooler and replace it myself? or is this the cpu's problem? the 200 degrees is definitely a display bug. Even amd (who are infamous for having rather hot hardware) have shown their maximum temperature to be 100 degrees. Bad airflow could never result in double that amount. But back to the issue, You could buy a new cooler, but that will not get rid of the lacking cpu power that you have. i used an FX8350 and i was still getting lags in overwatch and high temperatures. It's kind of just an AMD thing. Getting a new cooler is only a temporary fix. but i guess if you really cant afford a better cpu (or dont want to spend the money) it is alright.

well i dont have the money for a cpu so what do you recommend as a good budget cooler?(preferably something around 20$)

I used to have a similar problem so I thought I'd give my two cents.

It is definitely the cpu causing the issues. The AMD Fx line specifically had had these issues. They fixed this issue with Ryzen so that's the go to budget gaming cpu for <200$.

Since you can't afford a new cpu, try getting the Hyper 212 Evo. It's $25-30 but there's a $10 mail-in rebate. It is by far the best, most reliable cpu cooler under $50. Just remember this too is temporary.
