CPU load always higher then GPU for a while

Hey all. Im just about to be mad. For a week my FPS screwed because of high cpu usage. I don't exact remember when it started but I can tell it can be about win 10 creators update

My rig is
i5 4590
xfx dd r9 280x
kingston hyperx savage 2x4 gb red
msi h81m-p33 mobo
600w power supply

it seems like an CPU bottleneck but I'm using this system for 2 years and there wasn't like this before. Not a single day. It ran stable all the time.

I'm playing H1Z1 KOTK btw. It's a bad optimised cpu heavily game I know but a week ago I was getting 90+ fps in crowded cities and 120+ at open fields
now I barely can get 65~ in cities 80~ at open fields. My GPU load generally below CPU load and whenever it passes it, lag spikes. 90~ CPU usage and 60-70 GPU for a 20 minutes gameplay.
Let me say what I did last week
Installed Win10 creators update, Updated my bios to latest one, Updated AMD driver to 17.4.3
Everything started when I realize my gpu clock speed stuck at 850 after that updates. I was using it 1075 with 1085 memory clock +20 power limit. Not a much overclock it was stable all the time but after these my speeds were locked at 850 1500 in game and 501 1500 idle. Also idle was 300 800 before. So when I restart my pc speeds were going normal again either fps. But that made me umcomfortable and I used DDU to clear driver to revert it back to old driver. Went back to 17.2.1 but same problem hit again. Whenever I install gpu driver again It was going normal till reboot
Then I fix that with using way older driver 15.11.1 catalyst beta. GPU became stable and unlocked again. Did a little OC and jumped into the game. For 4 runs everything was cool then suddenly game crashed. Rebooted my pc joined into game again but fps were low af. From 90+ to 60
Checked clock and memory speeds It was ok but gpu usage lowered itself and cpu passed it. Then I tried a lot of things
Used 16.11.5 driver, bought a new case fan to make an airflow, got a new 1333 8gb ram from a friend to try, played around HPET, changed in-game settings, changed resolution, changed power settings, set up amd settings but these didn't work
sometimes gpu usage going higher for one or two games and everything goin great then cpu passes it and it screwes up. What causes this unstability? should I change my cpu or gpu? is there a possible damage on them? if it is how can I check if they running okay?
you guys are my last and only hope. tried to find a fix at reddit, forums, older articles but there is nothing
