Hello, i have a problem with my cpu. It doesnt want to go any higher, then 1,39GHz even under load. I tried some benchmarks, to get 100% of it, but nothing changed.
i tried lot of tricks like CMOS Battery reset, Flash bios, change power plan to high performance, setting my bios to default.
Temps were always ok, i was playing Rust on medium settings with 40℃-60℃ on my CPU, and it never done this. Now the temps are around 20℃ because of the clock speed.

PC:
CPU: AMD FX-6100 @3.3GHz
MB: 970 GAMING MSI
PSU: Corsair VS550
RAM: HyperX Savage (2x8gb 1666mhz)
COOLER: CoolerMaster Hyper 212 EVO

(Spike is where it turboed to 3,3GHz like usual, but then it dropped back)

Solution
Download Ryzen master and manually set the clock speed also check that your cpu power cables are plugged in all the way on the motherboard, a power cable failure would cause the cpu to clock down because it's not receiving enough power
