Question CPU low usage

so i have a i3 8100 paired with a gtx 1650 super and a 8gb ram, my cpu never go more than 20% and i have low fps while i should have 10 times more than i get i dont know why the cpu never go more than 20% cand only use 0,79 hz speed while its a 3,6 hz speed cpu

You will also need to include the titles that you're taxing the system with. Try and make sure you're on the latest BIOS update for your motherboard.
