CPU making games run slow?

I've got an A8-7600 APU, RX 460 GPU and 8gbs of ram. 1tb hdd. I'm wondering if my games are running slow because of my CPU instead of the GPU. When i turn the resolution down in games, the fps doesn't get better at all. In fact it stays the same. I've heard that lowering resolution means the gpu has to render less frames, so cpu bottlenecks can be identified. Am i missing something here or should my cpu be the first part i upgrade? I was thinking about buying a new GPU in the next months, but would it be better if i'd get a new mobo, ram and a Ryzen?

Full upgrade time as you suspected. Once you get to the A8s of those APUs there's little difference between the different CPU models to justify a simple CPU upgrade. I switched from an x4 760k to a Ryzen 5 1600 (plus the necessary RAM and motherboard) and it's very noticeably better running for games.
