Question CPU max clock speed is showing up as the base speed in Task Manager ?

Hello, I have an I7-3770k cpu and its orignal base speed is 3.5ghz with its max being 3.9ghz
i just reset my pc and I looked at task a manager and i noticed my cpu base speed was way higher than what it should be.

So firstly my cpu was running at around 4.1-2 ghz and i had to go into bios and reset all the settings, and that didnt change anything, so then i had to turn off any settings that would boost my cpu...
and now it just runs at a constant 3.9ghz idle when that is supposed to be max speed.

However, for some reason my cpu is running at 3.9ghz idle, and in the corner it says "base speed" - "3.9" - where it is supposed to be 3.5?
this is what I'm most worried about -

Task manager is notorious for not reporting properly, much better programs like Cpuid CPU-Z , HWifo64, CoreTemp etc.

What motherboard is it?
Reset BIOS again and turn off automatic overclocking.

Or better show your BIOS screens - with cpu settings.
