CPU Maximum Frequency Fluctuates Consistently Causing Stuttering

First Time Writing a thread so if you need any extra info let me know.

When I boot up my computer everything will be fine, I will go and play my usual games for sometimes hours before I have any problems. Then when I have my game up I will tab out and open another window like google chrome and my computer will all of a sudden start stuttering like when I move things around they will lag across where I move them. Or in game I will have 90fps but it will feel like I have 10. And sometimes it might happen from just tabbing out or randomly at times. I recently completely took apart this computer and put it back together after having some issues in which I had to do a clean install of windows. It was brand new parts and only together for a month or two prior.

Specs:
Windows 7 Ultimate SP1 x64 OS
I7-6700K CPU
MSI Gaming Z170a Gaming M7 Motherboard
EVGA GeForce GTX 970 gpu
Samsung 850 Evo 500GB SSD
Corsair Vengeance LPX 16GB 288-pin DDR4 3000mhz RAM
Corsair Hydro Series H75 Liquid Cooler
EVGA SuperNOVA 750watt full modular psu

When I open resource manager my cpu maximum frequency is consistently moving up and down from 99% down to 30-60% and back up only 10 seconds apart. I believe this would be the cause of the stuttering but I don't know what is causing it to fluctuate so frequently. When I reboot the computer it will run perfectly fine without the issue for a set amount of time before it does it again. I have built three computers and this is the first time running into this issue.

Sorry If it is something is missing or the answer is obvious but I have searched around and have yet to find a solution. Thanks ahead of time for any help.

you could set hdd to never go to sleep but I am not sure if that effects ssd as much as old hdd, they have no spin up time.

Another thing that might help is check you have latest bios and drivers for motherboard. That can effect speed as well.

I had it set to Balanced and to never put the computer in sleep and only turn off the display. I just set it to High Performance and I will see if the issue pops up again. Any opinion on if I should change anything under the advanced settings?

After switching to the High Performance mode I opened a game and then tabbed out of it and started having the same stuttering problem. But in the resource manager the cpu is running at the 100% maximum frequency and is no longer dipping. So I guess that can't be the problem. I am going to have to check and make sure my Bios are up to date.
