CPU/MB/Cooler for Outdoor Robotic Platform in Texas

I am looking at getting into robotics. I want to build a mobile platform that can withstand the Texas Summers. Worst case we are looking at 105 on a Sunny Aug afternoon. Preliminary design is a 12v system with Solar panel and the ability to plug itself into a charging station. The controls and code to manage motors and servos is simple. www.robotshop.com Are there any cost effective solutions using perhaps a CPU/MB with low power consumption?

Both of them should use around 15W only, those are meant for embeded applications and should suit you well. What will you be using for controlling the motors and servos?

What about the outside temperature? Will a normal fan work?
