so yesterday I got my new case and motherboard and hooked everything up. I reinstalled windows and everything seemed fine until I started noticing that my CPU is underperforming... I mean underperforming to the level of lagging out on file downloads. As I was downloading or installing drivers the pc would experience minor freezes and slow response.
I used the CPU on my old motherboard and it worked without problems from the start so I'm not really sure how to troubleshoot this issue.
I have searched for answers through the web but as some suggest temperatures, HWMonitor shows the mobo on abour 38 C and the CPU on about 15 ( almost no load atm ).
The thing that I noticed was the usage could go from 0 to 90+% and all the cores would be affected by this.
All drivers are 12 hours old aswell.

CPU AMD FX 8350
Mobo MSI 970 gaming
PSU Corsair 1000W
RAM 16Gb Corsair Vengeance
GPU Radeon R9 200 Series
