[SOLVED] CPU Multiplier is locked at x39

Hi All,
I'm trying to overclock my i7 6700K and CPU-Z is saying:

Core Speed: 3900.00 MHz
Multiplier: x 39 ( 8 - 45 )
Bus Speed: 100.00 MHz

I have changed the OC profile in my BIOS to XMP as well as kept the CPU BCLK at 100 and cores to 45 (for 4.5 OC) however it's stuck at x39 and has only changed the range from 8-45 but the core speed never changes from 3900. I have even stress tested and it sits only ever at 3900 either under stress or idle.

I have also tried enabling both SpeedStep and Turbo, as well as disabling both, no success.

Any help would be appreciated, thanks.

This solved my issue, thank you. It turns out my 'Maximum Processor State' was at 99 instead of 100. After changing to 100, everything works as normal.
