I have a z75 motherboard with an i7 2600k.the multiplier can go above 39 to say 41 and stay there and cpuz says 4.1Ghz but as soon as i stress test it reduced to 3.9Ghz
Huh that is interesting.. Many motherboard makers have a overclocking utility for windows. Also intel has https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU- that might be able to tweak your cpu and see if you can stop it from slowing down. What exact motherboard do you have?

nothing seems to work 🙁 bclk is at 105.2 putting it at 4.1Ghz and it wont boot on anything higher. is there anything i can do to get it higher? there isnt a Vcore setting on this board either.
I am out of ideas at the moment. Anyone else have any??
what about adjusting the multiplier per core? or overclocking ram? I'm pretty new to overclocking
Yes you can try tweaking per core multipliers. Ram overclocking does not yield as much of a performance boost as cpu overclocking but can help in certain workloads. Generally you want to keep your cpu base clock at 100Mhz as it can cause all sorts of issues.
