CPU Multiplier Randomly Throttling

The CPU Multiplier is jumping around randomly between 9 and 26 on my PC. I am running a (previously overclocked, now stock in an effort to Troubleshoot) Intel Core i5-650 on an ASUS P7P55 LX Motherboard with 8GB of RAM running Windows 8.1 Update 1 on an ADATA 120GB SSD. I have flashed the BIOS and reset all setting to default. Then I turned off SpeedStep. I am still having the issue. Things run okay, I ran a particularly CPU intensive Game (NS2) and it ran okay. I saw some Frame Rate drops, but that may be because the Overclock is gone. The random throttling seems to happen regardless if I am idling the computer, or running Prime95. Temps are fine, @idle I get ~26C and at Load ~60C. I am running a AIO 120mm Liquid cooler with push pull fans.
 
Solution
This is due to powersaving features being turned on in the bios, it's a good thing it keeps better temperatures and save on your electric bills, you can turn them off in the BIOS if you find that anoying, won't impact performance what's-o-ever, its defenetly not throttling issue.

Do you have any idea why
a)I didn't see this behavior before yesterday, my PC was set at a stable 4.2GHz OC for about 6 months.
b)The variation continues even when I am running Prime95 and using the Processor at 100% load. Why would it drop the clock to 1.2GHz??

As a follow up, do you know what that feature would be called in an ASUS BIOS? so I can try turning it off.
 
you loaded default settings in your BIOS and this is when the power saving features (that where previously disabled) went back to enable values...find them in your BIOS and disable them if you don't want them on...i don't know what they are called in this particular motherboard bios but usualy it's pretty easy to find they are named something like ''cool n quiet'' or stuff like that, usualy there is a small description somewhere in the bios on what each settings actually do...if you can't find i'd suggest you look at your motherboard manual it should all be described there...
 


The reason I loaded the default settings was in response to this behavior. The clock speed became unstable, so I rolled back my overclock to try and resolve it. It did not. My wall of text didn't explain that well :??:

 
yeah sorry i missunderstood there...then if the temps are fine and you are sure that no powersaving features are turned on in your bios, i can't help you as i have no idea on what could cause this other than heat and powersaving features...maybe someone else can help on that, i hope so, i'm sorry
