Cpu never reaching it's turbo speed

Hi guys, just installed my new i5 7400. I just did a stress test, temperatures never goes past 61, everything else looks ok. In the bios it says turbo targeted speed is 3500, but my cpu never goes past 3.3?Do you guys have any idea why this is happening?

Make sure in the bios you have it set so that each cpu core can have its own frequency and that it isn't all set the same.

The turbo / speedstep feature allows you to run at a higher frequency on some cores while they other cores stay at normal or even a lower frequency so lightly threaded applications run faster on those higher frequency cores.

Edit: Also make sure the high performance power plan is set.

Are you stressing all 4 cores or just 1? Because 3.5 is the max single core speed, if more cores are stress the boost drops. Rerun the stress test with a single thread and see if it hits 3.5.

The boost clock is only for single core. If more than one core loaded, it will be lower, for 3 and 4 cores load CPU will work on base clock

Speedstep is disabled in my bios settings, should i enable it ?

yes, enable speedstep.

when you go to stress test in XTU, there is a small blue wrench on top right, just select single core there

It says 1 active core but when i start the test it says 4...

umark the 2,3 and 4 cores
or just use the test in CPU-Z. easy to select single thread
