[SOLVED] CPU no Turbo Boost

Hi,
I noticed that my CPU only runs with 3.1 ghz instead of 3.5, wich it should run with turbo boost.
Another weird thing is that it only runs with about 26 watts while having a 45 watt tdp.
Is there a way to turn it on?
Oh, the problem is occuring on a laptop.

Any Useful Specs i can think of:
HP Pavilion 17-ab303ng
Serial Number (i think): 2QF80EA#ABD
CPU: i5-7300HQ
GPU: GTX 1050Ti (4gb)
RAM: 16 gb ram (2x8gb)
BIOS: F.66

Every help is appreciated.

Maximum turbo frequency Using 3 or more cores the turbo speed is 3.1

3500 MHz (1 core) 3300 MHz (2 cores) 3100 MHz (3 or 4 cores)
