Cpu Not At Full Speed

hello.i have a intel dual cpu e2200@2.20ghz processor but in control panel its showing only 1.5ghz and when i run some softwares for speed checking they also report 1.5ghz and even the multiplier is at 11x which is the max value for my pc and i tried disabling c1e function also and there is now intel speed step option in bios.so plz any help and also i have 4gb ram but its showing only 3gb ram and in softwares also.help!!!

did you change the mobo??
on the old mobo, does it say the wrong cpu clock?
and try reinstall the windows

Windows 32bit will not recognize 4gb ram,so you will need windows 7 64bit.

For CPU download cpuinfo and confirm, probably a misconfiguration on bios

No on old mobo there were no errors and i tried reinstalling windows and testerino when i had old mobo in 32 bit windows only it recognized full 4 gb ram and in brackets it saud 3. something usable and i have my new mobo and now it recognize 3gb ram in bios also.so we will discuss about the ram later but first i need help with CPU
