Question cpu not boosting to max

Hello i have a i5 3317u w.7ghz which boosts upto 2.60 ghz
but ever since ive reinstalled windows it doesnt go to max
it stays at 1.69ghz only
ive stressed it using cpu-z too
ive updated the bios , checked if all drivers are updated and also put laptop on high performance
nothing seems to change the result
if anyone can help pls do
 
If you reinstalled WIndows, it would be up to you to go install the correct chipset drivers appropriate for your system (laptop?)... (Where did you get your chipset drivers from? Default MS-provided drivers rarely result in the correct behavior)

Your CPU is but a 17W TDP CPU, so it is quite likely you would only see the elevated clock speeds of 2.6 GHz only for single core loadings, and, then only for 15-30 seconds or so, at which point the lower base clock speed would be selected to meet the power /TDP constraint goals/objectives...

Do you see any signs of it boosting higher to 2.6 GHz when tinkering with opening/closing apps at the desktop?

You might try overriding both the TDP/boost duration time limits within Intel's XTU...

this didnt used to happen before
it used to run at 2.40 and sometimes 2.6ghz
when i used to play a 1080p or 1440p video and also while playing games
my laptop is a 9 year old dell inspiron 3521
i didnt install any drivers
i used the driver booster application to install
i used the cpu z to bench and stress too
it still didnt reach 2.6 or 2.4
there is a thing called high precision event timer which doesnt have drivers on my laptop , does that mean anything
