Question CPU not booting after switching motherboard

So this has become quite the process for me. One of my ram slots on my b450 tomahawk max was not working properly so I went and got a new motherboard. After uninstalling everything on the old board and reinstalling onto the new board it stopped booting. It actually would turn itself on, which I've never seen before. Replaced power supply, Still same issue. Replaced the motherboard AGAIN, still the same issue. I've taken the board out of the case and tried installing everything on the motherboard box and it still won't boot. At this point it has to be a fried cpu chip right? I've replaced just about everything on this thing, Any input would be appreciated.

the new board is the exact same model?
check cpu for bend pin?
full system spec?
Ryzen 5 3600
Corsair 650w psu
crucial ballistix 3600 ddr4
hyper 212 black edition
2070 super
Yes I double checked none of the pins are bent. And actually the board is a b550 tomahwak because they were sold out of the b450 tomahawkmax's
