Tried 1 stick of RAM, all connections seated, ect? Try onboard video with GPU removed? Using bare minimum hardware can narrow down. I'm assuming all hardware is new. However, a quick search sounds like it could be the UEFI needs updated to support the Ryzen 5. The old versions only support Ryzen 7. The problem is your board needs a Ryzen 7 to update the UEFI to support the Ryzen 5 if this is the case. Some boards can do this without a CPU installed, but yours isn't one of them.
