cpu not hitting 100% yet gpu bottleneck

soo my cpu is not hitting 100% AT ALL in witchers 3 (i7 3770 + gtx 1070) but my gpu usage is still low any idea ? its causing bad stutters in the game i played other games and its not seem to a bottleneck in most of the games but in witchers its really dropping badly ?? is it my cpu not strong enough ? but i see all benchmarks wtih witchers and it easily pushes the card to its limit without any drops or bottleneck ....
