CPU not on full performance

I have a Intel C2D E6600 @ 2.4GHZ however when i click on properties on my computer it said 'Intel Core 2 Duo @2.4ghz, 1.56 GHZ. does that mean my cpu does not run on full performance?

No. Let Intel's speedstep (EIST) save you some energy. It automatically boosts the speed when it's under load, such as for gaming. It throttles the cpu speed down at idle and when surfing the net to save energy.
