CPU Not Performing as expected - i5 3570 + 4 Gb + 450w + GT 1030

Here's my Rig -
Coee i5 3570 3.4 GHZ
4 Gb 1333 Mhz Hynix Ram
1 Tb WD Green HDD
GA-H61M-S 3rd Gen Gigabyte Motherboard
450w Some Random SMPS
Nvidia GT 1030 2 GB GPU
Stock Intel CPU Cooler
Now my problem is that while Playing GTA V With this RIG my cpu heats upto 70° And my SMPS Starts throwing very warm air , And I noticed that when Frame rate drops in Game,
Lights at my house Trips a bit, Like My CPU is not getting enough power, Please help me Out.

I am Planning on buying a better SMPS and Cooler very soon, But still if you guys could suggest me something??

Problems listed in no particular order:
1: you need more ram, seriously 4gb isn't even enough for a cell phone these days much less a gaming machine
2: your cooling solution is lacking greatly i would make sure you look for an aftermarket cooler. even someting in the $30 range will have double the thermal capacity of the stock cooler.
3: Your graphics card is what many call worthless, the lowest tier graphics cards are the wost value for the money to the degree you may as well have bought a Quadro to play minecraft. anything below the 50 mark in Nvidia's lineup is just meant for uninformed consumers and system builders as a scam effectively. For example the Gtx 660 which came out in 2012 has better performance than your 1030.

4: Your PSU is borderline at best horrifyingly dangerous to your components house and life at worst. while you do have enough wattage on hand i would not feel safe with that thing running next to me or my family. i would get a newer psu from a brand youve actually heard of. something like an EVGA 500w bronze or cheap corsair or cooler master will do fine. i would also upgrade to 500 to 600w while i was at it.
