CPU not performing

When i try to play simple games such as hl2. My CPU Uses 100% and csgo won't even launch. I have an i5 7400 and it worked fine last week. It is clocking at 3,3 Ghz and Its only getting to about 50 C

Close any background programs or applications with task manager and then try playing. It sounds like you have programs running in the background. What is your idle CPU usage with everything closed?

Malware can also take up CPU usage. A malware scan in safe mode using MalwareBytes is recommended.
