[SOLVED] CPU not reaching max boost

As a mobile CPU, it would likely only hit near 4.1 GHz in very brief bursts, and then only for/during single threaded applications; when tinkering on the desktop, opening /closing various apps, do you see any of the 4 cores occasionally going to near 4100 MHz? (Certainly any game will have the CPU clocking several hundred MHz less for all-core loading scenarios)

You can install/open HWMonitor, and let it monitor assorted core temps/voltages/clock speeds for several minutes while you open/close applications to test what top speed might be obtained on a single core. As your temps are already near 85C, I'd probably not be overly worried about seeing that last 100 MHz or so for a few fractions of a second..; leave your voltages at stock...
