CPU not running at 100%

I have a i3 2330M @ 2.20ghz. It is on a Toshiba Satellite that has served me faithfully for years. Recently I have noticed that on task manager, it claims to only be using 5-6% of its power. I have it set to high performance, and I haven't been doing any weird CPU tweaking. What's going on?

What are you doing when you check the usage? Idle the system should be using about 5%. It only should hit 100 if you are maxing out what your lappy can handle.

Opening pages in multiple browsers. They take obscenely long to load, which shouldn't be happening, considering the CPU should be working harder.

I would check for viruses/malware and if the problem persists the laptop may simply be aging. Browser pages loading can also do with internet speed.

My internet speed is 54 mbps. The laptop's specs aren't terrible, though. There might be malware.
