CPU not running at correct speed

I just built my first PC and everything booted fine until I noticed it was running slow. I checked dxdiag and it said that my FX8350 was running at only 800mhz on each core. I downloaded CPU-Z to double check and got the same result. I thought maybe it was throttling itself so I downloaded cinebench and scored a measly 88... I've checked the bios on my MSI 970A SLI Krait Edition motherboard and it isn't running in any sort of quiet mode so I'm thinking that my CPU may have a defect. Am I wrong or should I contact the manufacturer for a replacement?

Try loading optimized defaults in the BIOS just to make sure you didn't miss anything.

Also, make sure your cooler is mounted securely. If it were loose, that's only thing that would cause it to throttle persistently.
