Question CPU Not running at set frequency

I recently bought an intel core i5 14600kf and set it to 53 (5.3ghz to my knowledge), but when I launch task manager its fluctuating between 4.3-4.7ghz.
 
did you set the turbo to this or base frequency?
which board are you using?
bios of the board up to date?
run a benchmark like userbenchmark.com and post the link of the result
I set it to the highest frequency it can go, im using the msi pro h610m-e , the bios drivers are up to date, and at max load its still running only up to 4.8ghz, my cpu voltage is 1.098v, so it could be the cpu not getting enough voltage?

What are the turbo power limits set to in the BIOS? At default settings, a 14600KF will power limit throttle at full load and will not run at full speed.

Post screenshots of ThrottleStop 9.6 including the TPL and FIVR windows. An H series motherboard does not allow the same boost frequencies as a Z series motherboard can run at.

Disable Windows Virtualization including core isolation memory integrity.
 
It is worth mention to say that Intel chips have been mostly not worth OC for several generations now, and in particular the 'end' of a line of refreshes. They tuned them to pretty much be everything they can right out of the box in order to pretend there was actually some significant gain to buyers.
