CPU not running in TurboBoost

Hello
I have built a new PC recently and I have some problems with CPU. I have Intel Core i5-7600k 3.8ghz Turbo 4.2ghz but the task manager shows maximum speed 3.79ghz. Same when I click properties on My Computer it shows only 3.79ghz. I noticed this after 3dmark firestrike benchmark where the CPU base speed was 3.8ghz and max speed was 3.79ghz. But when I stress test the CPU or play some games the frequency goes up to 4.2ghz but the whole system says the max is 3.79 and now I dont know if it is supposed the be like that or there is something wrong and why 3dmark shows the maximum frequency of 3.79 ghz when other people benchmark results show normal max frequencies (4.20ghz). I am bit confused now.

The max frequency thing doesn't account for turbo boost.
Also turbo boost only activates for "less core" tasks, where the CPU is working at 100%, but not using all the cores, so it runs the cores it is using faster.

Is turbo boost enabled in the BIOS?

What does CPU-Z say it is?

Also turbo boost only activates for "less core" tasks, where the CPU is working at 100%, but not using all the cores, so it runs the cores it is using faster.

because of how the math is calculated/rounded up or not. 3.8 and 3.79 are the same thing.

Oh sorry I meant that other benchmark results with same CPU are showing 4.2 at max cpu speed and mine is showing 3.79 thats what makes me feel that something is wrong.

Well, since it's an OCable CPU, they probably just clocked it to 4.2, with possibly a higher turbo.
