cpu not running to full potential ?

ok i would like to start by saying i really dont know much about pc's so bare with me.

ok ive been having so many pc's problems lately but the main thing was that i was not getting the frames i should be getting in games with with me specs people with worst specs then me (friends) are getting better fps then me . after 4 graphics cards i realized im not buying them broken something else in my pc has to be wrong. after hours of looking online the only thing i could fine is that my cpu is not running how it should ? (dont know about pc not 100% on anything)

i just use the task manager to look at this stuff and when im running basically anything my cpu does not go over 16% usage and i dont know if this matters but the frequency stays at 33% is that normal shouldn't it be running way more ? or i am just running out of things to blame ?

(also a couple of people said make sure my temps are good witch they seem fine to me, i dont think thats the problem)

(also my pc usually runs in balance mode but i put it to high performance and nothing really changed thats when i got 16% instead of 15%) but im only running heavens benchmark at this point not games.

another thing i was seeing was it could possible be my mother board something with not linking properly witch i dont understand why it wouldn't is that true?
at this point i dont know what to do

Gpu :r7 360 in for now but i bought a rx 470 but since i cant figure out this problem i was going to give up on pc gaming and take it back

The Windows Power Options > Balanced plan, should have increade the CPU performance to 100%.. if it didn't, see if the High Performance plan makes the difference... If that still doesn't solve it, see in the BIOS if the CPU is underclocked.

If you have trouble finding the BIOS setting, download the motherboard PDF manual for BIOS information.. type your motherboard model in a search engihe and open the MSI mobo model link. Next find the manual in Support > Downloads > User Manual.

If still nothing, download HWiNFO install and run it in sensor mode only, and take a screenshot of the Full Sensors report, and upload the image to Tinypic.com, copy the forums link and post it here as url link or image for us to check.

hi and i also wanted to say thank you for your time. from my understanding i dont think my cpu is underclocked but im trying to understand what your telling me to do with the bios thing , are you talking bout when your pc first starts up and you press the ''del'' key to get in those settings ? if so i did and it said my cpu was at 4.3 ghz for some reason and not 4.00 ghz but im going to do the second thing you told me right now

Right this is exactly what I recommended.

1. Your AMD FX-8370 CPU seems to be running in Turbo frequency, so disable turbo and see if that makes a difference. Sometimes Turbo or overclocking can make the CPU run at very low frequency for some reason so you should disable the Turbo and check the clock multiplier to set it on the Auto setting... run it for a while before going back to manual CPU clock multiplier settings again.

2. Next check the BIOS clock multiplier settings... the Low Power PStates, C1E Support and any other BIOS settings related to power savings..

Ok. to get, or ensure the cpu is working at it`s highest or maximum clock speed foll the detailed instructions bellow.


First of all if the system you have is new with a Uefi capable motherboard uzimaki.

You want to go into the bios setup menu of the motherboard when you first power your system on.
Once inside the bios setup menu pages, look for the advanced bios setup options mode.
Enable it or select the advanced bios option.

The first thing you want to check is to do with the cpu.
You should see settings related to the cpu in respect to the multiplier value set for the cpu.
Make sure that a manual user setting is selected first of all.

Set the cpu multiplier value to 20, and leave the other setting of 200 Mhz as it is.
Disable amd cool and quiet in the bios setup options, and also the C1E option.

Look for an option in the bios for high performance computing mode, and make sure the option is enabled.

Simply save the new changes you have made to the bios before you quit and exit it.

The cpu will then run at a clock speed of 4Ghz 100% of the time the system is in use by yourself or if left with no user activity for an hour or so, basically any kind of key pressed on the keyboard or moving the mouse.

Set the power Plan profile in windows os to High performance apply, or save the new power plan mode selected.

And your done, as said the cpu should now report it`s self in windows as working at a clock frequency of 4Ghz 100 percent of the time there after.

The CPU IS running underclocked... reset all CPU clock and voltage settings in the BIOS T automatic, or to reset it automatically reset the BIOS removing the BIOS battery or moving the jumper from pins 1 and 2 to pins 2 and 3, I'd do the battery for more reliable results. So, disconnect the AC cable, remove the battery, press the front panel power button for 1 minute, wait 10 minutes before putting the battery back on, connecting the AC cable and starting the computer.

ok now i know thats the problem i feel a little better thx for all your help guys. honestly i didnt build this pc i gave a friend money to do it but i will have someone come over in the morning and explain to them whats going on, to help me reset my cpu because i dont know how to do any of that it was really hard following the basics instructions i was doing tonight and i dont want to ruin my pc anymore than i have. i will keep you guys updated

I had an MSi 970 Gaming with an FX 8350 and the motherboard couldn't sustain even the stock 4GHZ at full load without throttling. Even playing GTA V the game suddenly dropped fps like crazy and so I found out that the CPU was running @ 1,4GHZ under load because of the motherboard.

I bought an Asus 970 pro gaming aura (or something like that XD) and sure enough my problems were gone. Now I get stable FPS (minimums around the 40FPS mark) on GTA V and everything else, and I even overclocked to 4,4GHZ without any trouble.

Your motherboard is most likely making your CPU underperform, if u can't/dont want to buy a new MOBO then try to undervolt the CPU to something like 1,35 or 1,375 (even do 3,8GHZ instead of 4 if it doesn't do the trick with just undervolting) and try the stability of the system with a CPU testing program (I used the CPU burn test within FurMark) while checking the clocks of the CPU in real time with some software like CPU-Z. That's what i did until i got the new MOBO.
