Cpu not starting up only lights blinking for half second

Cpu does not start
the pcu has no no problem when i checked it with a paper pin .
I had problems recwntly with earthing of my socket
i also use a ups
my pc is intel core 2 duo processor
1gb dd3 ram
450watt psu
Mercury G41 Motherboard

Pls Help Me

Test with only CPU and CPU fan installed. If same, try testing with no ups and different socket.

"CPU" is not your computer, moved to appropriate section. You said you had issues with power in the house, could be anything now from a fried motherboard to bad power supply to a not fixed socket. For such an old system, I would just replace it with a working one, not worth the cost of buying anything for it to try to fix it. You can get a used faster system for under $100.
