Question CPU not sustaining overclock speeds under load.

Looking for a little help here. I built my PC about 3 years ago and have never been able to hold a stable overclock on it. I'm still pretty new at this, so I just used my motherboard's built in overclock profile. I chose a modest 4.4 GHz overclock. The issue is, under load (I used Prime 95 to test), the CPU throttles to 4.1 GHz and doesn't stay at 4.4 GHz. Temperatures hover around 60C when under load.

Here are my specs:
Motherboard: ASRock Z370 Killer SLI/AC
CPU: Intel i5-8600K
Cooler: Cooler Master Hyper 212 LED
Memory: 16 GB - Dual Channel Mode at 3000 MHz
Boot Drive: 250 GB Crucial MX500
GPU: Gigabyte GTX 1070Ti
PSU: Thermaltake 600W 80 Plus

I've searched online for help and tried various things like turning off Intel Speedstep and C-States in the BIOS, but nothing seems to help. Any ideas?

Is voltage set manually ? May need a bit higher.

I think you need a decent PSU for overclocking
