CPU not underclocking on light load.

Hello, so I've had this PC for a little over 6 months and there's one thing I've noticed always; the clock speed wont lower regardless the usage. I am trying to lower the clock speed during these light loads to save power and to not overheat. Any help would be appreciated! Thanks.

Specs:
AMD FX-4300 w/ stable 4.4ghz OC
16GB DDR3-1400
GTX 1050ti
 
There's "adaptive" voltage/power/OC settings in most BIOS's and, if you've turned that off, it won't adjust voltage/clock speeds automatically.

Inside Windows too, the "high performance" power plan will peg your CPU speeds at 100% all of the time.
 



I have tried to set the power plan to balanced and I have searched the bios for the setting. No luck.
