Question cpu not working at full potencial

since i upgrade my cpu, which is e3-1230v2 for pubg, the framerate get a little better, just increase 10-20fps instead of the old i5 2500 did...
but it only load about 50-65%, any help to make it load more and get more framerate, because the DPS is lower when the fps not higher than 60, then it kinda annoying when i always lose a firefight
